City of Prichard Announces Sealed Bid Opportunities for Garbage Services and Mitchell Library Renovation
PRICHARD, AL – The City of Prichard is now accepting sealed bids for two upcoming projects aimed at strengthening essential City services and advancing improvements to a valued community resource.
Sealed bids will be accepted through September 21, 2026, at 9:30 a.m. for:
- Bid 902 – Garbage
- Bid 903 – Mitchell Library Renovation

Bid 902: Residential Garbage Collection and Related Solid Waste Services

Through Bid 902, the City is seeking qualified, licensed, and responsible solid waste service providers to submit proposals for residential garbage collection and related solid waste services within the corporate limits of Prichard. The selected provider will be responsible for furnishing the labor, supervision, vehicles, equipment, fuel, insurance, permits, disposal arrangements, reporting and customer-service support necessary to perform the work.
The proposed service area includes approximately 8,000 residential units, with residential household garbage to be collected at least once per week on a consistent route schedule approved by the City.
A key requirement of the solicitation is that Prichard residents will continue using the City’s existing garbage carts. The successful bidder may not require residents or the City to replace those carts as a condition of service unless a separate replacement plan is approved by the City.
The RFP also establishes several service expectations designed to improve accountability and responsiveness, including a dedicated company supervisor physically present within the City during regular operations and requirements for timely correction of missed pickups. Missed pickups reported by 2 p.m. on a business day are expected to be completed by close of business that same day.
Bid 903: Mitchell Library Renovation

The City is also seeking competitive sealed bids for the remaining renovation work at the Mitchell Library in Eight Mile, Alabama, with project funding and oversight associated with the Alabama Department of Economic and Community Affairs, or ADECA.
Previous work at the library has included structural repairs and reinforcement, electrical systems, plumbing systems, HVAC improvements, and accessibility features. The upcoming phase will focus primarily on completing interior renovation and finish work.
The City is requiring bidders to provide pricing broken down by each major area of work, along with a proposed schedule of values and construction schedule, allowing the City to evaluate individual project costs and make adjustments if necessary to remain within available funding. Qualified companies and contractors interested in submitting bids are encouraged to carefully review all specifications and submission requirements prior to the deadline.
